on today in the bay. >>> good morning and thanks for joining us. i'm laura garcia cannon. >> i'm brent cannon. traffic and weather to get you start and another hot day. >> we were hoping to cool it down, but it's not going to happen. here's 12:00. a lot of us already in the 90s. 96 in fairfield and 96 in livermore and 93 degrees in santa rosa. along the area beaches, a bit of a cool down, but otherwise another very hot day as forecasted. broke a lot of records and might see breaks in the traffic, right? >> we are talking about the traffic for the north bay. it was just the on ramp to eastbound 80 and almost out in davis. golden gate bridge into the area with a nice flow with the headlights. no problems so far, the bay bridge with big back ups. we are encould you remembering mass transit because it is a spare the air day. >> runners and picnickers won't be able to use allen rock park at least for today. it will be closed because of the hot weather and potential conditions for a fire. >>> state lawmakers and the governor will pick up budget negotiations again today. democratic lawmakers

sanchez. thanks for joining us. a high risk of failure. that is the this morning from a pg&e document about the very pipeline that exploded two-and-a-half days ago. despite that assessment, the document shows that pg&e did not plan to replace that pipeline for another three years. nbc bay area's tracy grant is live in san bruno this morning with the details on the investigation. good morning, tracy. >> reporter: good morning, kris. we're here live at the red cross staging area here at the bay hill shopping center in san bruno. now, it's a rather disturbing document from pg&e. and no doubt, the utility and the national transportation safety board will face a lot of questions about it today at a press conference that is scheduled to begin right here in about an hour. now, it may end up confirming what caused the explosion that blasted dozens of homes and killed seven people thursday in the san bruno neighborhood, and could help authorities determine who is to blame. the documents show that pg&e knew that the section of the pipe that ruptured was at a high risk to fail. and for three yea

morning. i'm laura garcia-cannon. >> i'm scott mcgrew in for brent. garvin thomas will be joining us from san bruno throughout the morning. >> right now we want to fill you in on the latest details about the san bruno explosion. as of this moment, one person is confirmed dead. and more than 20 people are injured. the explosion and fire destroyed 53 homes, damaged at least another 120. >> safety crews will get together in about an hour. they will survey the damage and decide when it's time to start to search for survivors, for more dead. we have at least one confirmed death, search and rescue operations could begin any time. >> if this is the first time you're hearing about what happened, here's the details. the initial explosion actually happened just after 6:00 last night near glenn view park in san bruno. witnesses say flames shot 200 feet to 300 feet in the air. winds fueled those flames. they jumped from house to house to house in the neighborhood. >> we have new information coming from the fire chief in the area that is now six people have died in this fire. so it has gone from one c

francis is in san bruno with the latest for us. hello, monty. >> the name of the person who filed this lawsuit is steve dare. his house was not damaged in the fire, but he was evacuated from his home for three days. mr. dare is suing pg&e and san mateo superior county court. he names himself and others similarly situated indicating this could become a class action lawsuit. the lawsuit was filed yesterday, it accuses pg&e for negligence for the explosion that killed seven people and destroyed 40 homes here on september 9th. the suit seeks to turn over the victim's fund set up by pg&e by a third party that would manage that money. it would also seek damages beyond that amount. pg&e is expected to turn over that list in its 100 most vulnerable sites, state senator leyland ye's office tells us the information is scheduled to be handed over 2:00 monday afternoon. >> the people and residents have a right to know where these pipes are so they can make a conscious decision, should i live here? >> pg&e has refused to turn over the list, arguing making the information public would be a thre

with the information for us and kimberly terry have reaction from people in that neighborhood. but let's begin with monti. >> reporter: the documents show that the pipeline was at a high risk to fail but the company did nothing to repair it or replace it. as federal investigators begin the arduous task of figuring out what led to the deadly explosion that flattened this san bruno neighborhood on thursday, documents uncovered by the bay citizen, a nonprofit news organization, revealed just what pg & e knew about the pipeline and when the company knew it. going back as early as 2007, pg and ene officials expressed concerns about the aging pipeline installed 50 years earlier. in a report last year that recommended a $5 million repair, the company's own employees wrote, "if the replacement of this type did z. not occur, risk associated with this segment will not be reduced. that makes the risk of a failure at this location unacceptably high." federal investigators spept their first full day at the scene looking into what caused the pipe to rupture and explode. among their questions is should the p

goes treatment for mental illness. he is accused of using his suv to run down the 18 people in 2006. an hour before that, he hit and killed a 54-year-old man in fremont. he spent eight months in a napa state hospital before being convicted in that murder. investigators are trying to figure out how an oakland man died in a scuba diving trip. 58-year-old andrew whit kin was found in water about 50 feet deep on sunday. he was taken to the hospital and pronounced dead. >>> a mixed bag for crime fighters in contra costa's three largest cities. newly released statistics show generally little change in violent crime from 2008 to 2009. the most pronounced increase was in richmond and low homicide total in 2008 and a 75% surge in 2009. the fbi reports 47 homicides last year. concord police said property crime dipped to 13% and antioch reported a slight increase in crime fuelled mostly by a 22% spike in aggravated assault. things like fist fighting. >>> construction in the east bay and i imagine they are starting to clear that up. >> some of the fist fights, it appears on the report to let fo

you. now the ntsb briefed us on the latest investigation details coming out of san bruno. the agency's vice chairman says the ruptured portion of the gas pipe will be shipped to washington tonight. that piece was put into a wooden crate this morning. they will inspect all three segments as they try to learn what caused the explosion. that examination will determine what the pipe suffered from. an hour ago the agency said there was no obvious preexplosion damage but they'll have to do more checking. ntsb is looking into whether seismic activity may have contributed to the breach of that pipe. >> we've seen the flames and the blow torch that reached 100 feet into the sky. now we have video of the first seconds after that massive gas explosion. a gas station surveillance camera caught the chaos and confusion that erupted as the fireball ignited and sent flames racing through a neighborhood. >> reporter: customers have no idea what is about to hit them. first a wooshing sound you can't hear on tape that turns their heads. >> you have to watch the debris first that flies. >> reporter: the
